Builder confidence falls to 29; incentives do not guarantee a cheaper home
NAHB’s October survey puts new-home builder confidence at 29, down three points, with buyer traffic at 18. More builders report price cuts or incentives, but these survey results do not promise a discount or a lower mortgage payment for any particular buyer. [1] [2] [3]

Understand the story.
A weaker reading, not a price index
The home-building trade group’s October 19 release puts confidence at 29 after a three-point monthly fall, its lowest since June 2012. That signals weaker surveyed sentiment about newly built single-family homes. It does not say existing homes fell in price, or that construction starts fell by the same amount. [1] [4]
Traffic is the softest component
The three readings are 33 for current sales, 32 for sales expected over the next six months and 18 for prospective-buyer traffic. All use survey-index points. Expected sales are an outlook, not completed future sales; traffic is a perception, not a count of mortgage approvals. [2] [4]
An incentive needs an actual offer
NAHB says 43% of builders cut prices and 65% used sales incentives. Its reported 6% average cut does not describe every property, builder or locality. Use those figures as a reason to ask for specific written terms, rather than to assume an advertised home will be discounted. [3]
Compare the whole mortgage offer
The CFPB’s Loan Estimate guide helps buyers read a lender’s projected payments, costs and loan terms. Compare the actual paperwork for the home you are considering. This carried-forward report covers the October builder survey; it does not analyze the separately released September Census construction figures or supply a current mortgage quote. [3] [4]

What remains open.
- The underlying respondent data, October response count and sampling uncertainty were not retained. NAHB and its HMI page share one origin.
- No current mortgage-rate series, local price comparison, guaranteed discount or Census housing-starts result is established. Census September release now directly inspected but not accepted by the installed capture families; this story remains solely the October HMI survey.
Actual local offers or later survey revisions contradicting the proposed connection.
